Senior Program Manager

Job Summary
As Senior Program Manager, you will play a strategic leadership role in the design, fundraising, implementation, and continuous improvement of acceleration and innovation programs. You will lead the full program lifecycle, from opportunity identification and proposal development to execution, monitoring, and reporting – ensuring initiatives are delivered on time, within scope, and within budget, while maintaining high standards of excellence and measurable outcomes.
This role requires a balance of strategic thinking and hands-on execution. You will supervise program staff, engage donors and partners, and directly support high-potential ventures. The position demands financial acumen, leadership maturity, and the ability to manage complex, multi-stakeholder initiatives.
Key Responsibilities
Program Strategy, Design & Delivery
Lead the design and implementation of acceleration and innovation programs aligned with entrepreneurs’ growth stages.
Translate strategic objectives into structured program frameworks, timelines, budgets, and KPIs.
Design and manage open calls and selection processes to shortlist ventures.
Conduct due diligence processes, including reviewing financial statements, revenue models, cost structures, and funding needs.
Oversee the delivery of technical assistance, mentorship, masterclasses, and ecosystem linkages to ensure high-quality support.
Supervise and coordinate program managers and junior team members to ensure accountability and strong execution standards.
Provide regular strategic and operational updates to management.
Venture Growth & Investment Readiness
Serve as a senior point of contact for supported ventures, guiding performance and accountability.
Assess business models, revenue strategies, financial statements, cash flow projections, and growth assumptions.
Support ventures in strengthening financial sustainability, governance, and capital-readiness.
Facilitate connections to investors, experts, and ecosystem stakeholders.
Ensure strong cohort engagement and peer-learning dynamics.
Fundraising & Partner Engagement
Proactively identify funding opportunities, tenders, and strategic partnerships aligned with organizational priorities.
Lead or co-lead the development of high-quality technical and financial proposals, including program design, logical frameworks, and detailed budgets.
Ensure alignment between proposal commitments and implementation plans.
Build and maintain strong relationships with donors, corporate partners, and ecosystem actors.
Represent Impact Hub Kigali at strategic events and ecosystem engagements.
Monitoring, Evaluation & Reporting
Design and oversee M&E frameworks aligned with donor and internal impact metrics.
Track program performance against KPIs, budgets, and timelines.
Prepare high-quality narrative and financial reports for partners and stakeholders.
Capture lessons learned and integrate insights into future program design and proposal development.
Operations & Governance
Lead budget planning and financial tracking for assigned programs.
Ensure comprehensive documentation of processes, decisions, and results.
Contribute to strengthening internal systems, standards, and program methodologies.
Undertake additional responsibilities as appropriate for the role.
Who we are looking for
Experience
Bachelor’s degree or equivalent professional experience, with a minimum of 5 years of relevant experience in program or project management, including leadership responsibility and financial oversight.
Proven experience designing, managing, or overseeing programs or projects, ideally in areas such as entrepreneurship support, private sector development, innovation, or development cooperation. (experience supporting startups, ventures, SMEs, or other private sector actors is considered an advantage.)
Experience conducting financial and operational due diligence of ventures, including reviewing business models, financial statements, revenue streams, and growth projections.
Strong understanding of budgeting, cash flow management, and capital-readiness processes.
Experience in proposal development, fundraising, or managing donor-funded programs is strongly desirable.

Excellent financial analysis skills and comfort reviewing financial models.
Ability to manage complex, multi-stakeholder programs involving donors, private sector actors, and public institutions.

Excellent communication and stakeholder management skills.
Ability to work independently and collaboratively in a dynamic environment.
Proficiency in Notion and Excel.
Knowledge of impact measurement frameworks is an asset.
Strong passion for innovation, entrepreneurship, and sustainability.
Languages
Fluent in English. Knowledge of Kinyarwanda and/or French is preferred.
